Stork server shutdown takes a lot of time

The issue was found by @marcin during 1.14 sanity checks.

It takes ages for the Stork server to stop after pressing Ctrl-C. I remember it was the case previously, but now it looks like it takes around a minute to stop. Maybe it is an old issue but my perception tells me it takes longer than usual.
