Demo: welcome message

This idea is pretty simple. Some deployments may want to configure some welcome message, to be displayed on the login screen. Couple ideas what people could want to put there "Welcome to XYZ.", "If you can't log in, call this number". "restricted access, unauthorized access prohibited". ISC also has internal use for it - display some info about upcoming public demo.

This should be something configurable by the super-admin.
