Update CONTRIBUTING.md

The issue was found by @marcin during 1.19 sanity checks: #1519 (comment 495187)

In CONTRIBUTING.md we say this: "Besides Ubuntu 18.04, it is compiled and used on FreeBSD..."

This sentence is outdated. I think we should remove the exact OS versions from this kind of documentation. It tends to get outdated and is rarely corrected.
