Cannot install Stork packages in Ubuntu 24.04 Docker image

The issue was found by @slawek during 1.19 sanity checks: #1519 (comment 495435)

There is no adduser command on Ubuntu 24.04, so the packages cannot be installed. It is replaced with useradd.

It doesn't affect Ubuntu 24.04.1, which is installed on the bare-metal machine.
