Periodically pull metrics in batches

BIND 9: Cache hit ratio will only be updated now when detecting the app and when explicitly refresh. It needs a statistics puller similar to Kea stats puller.

Pulling a lot of stats perhaps need to be done as a batch, per machine. This needs group discussion. This discussion takes place elsewehere and the work is out of scope for this issue.
