when BIND 9 is restarted then it is not longer monitored by prometheus.NewProcessCollector

Currently monitoring of BIND 9 process is initialized for BIND 9 PID at exporter initialization phase. So restarting BIND 9 is not noticed and exporter is still monitoring non existing, killed process.
