Document troubleshooting steps for when agent doesn't register properly in Server

During the review of #205 (closed), it was highlighted that we need to document troubleshooting steps for when the agent doesn't register correctly in a server. This should include some information on what to verify when such an issue occurs. Probably our ARM is a good place for it.
