Stork-Agent does not interprete include statement in kea-ctrl-agent.conf

When using the include...?> statements in kea-ctrl-agent.conf for http-host and http-port, stork-agent does not follw the include, and so finds no http-port. 'http-port' and 'http-host' must be in the main kea-ctrl-agent.conf file.
