New ways of triggering the config review

Currently, the configuration review is triggered when a new application is connected to Stork or when the existing application's configuration has changed. There are two new cases when the configuration should be re-reviewed. First, when new Stork release introduces new checkers or when it modifies existing checkers. Secondly, when something goes wrong and the user wants to manually trigger the review.
