Disable controls not allowed for the current user group

The issue was found during 1.1.0 sanity checks. Source

I created a new Stork account in the admin group. I logged in and tried to authorize a machine. Since, the admin group is not allowed to authorize the machines I was redirected to the generic HTTP 403 Forbidden page.

It would be better to disable the controls that the admin group is not allowed to touch. A user would avoid surprises.
