Update host reservations via host_cmds hook library

We need to add capability to update existing host reservations via host_cmds hook library. It requires both server changes and UI changes. The Kea Config Module must expose new endpoints to create host update transaction. The UI form component must be extended to receive current host reservation data and set appropriate fields.
