Man is not installed by packages

The issue was reported during the 1.8.0 sanity checks by @marcin Source

When I installed the packages on Fedora and Ubuntu I expected that I can do:

$ man stork-server
$ man stork-agent

to display the manual packages. However, it doesn't work:

$ man stork-server
No manual entry for stork-server
