Counter-intuitive icons to filter reports

The issue was reported during 1.8.0 sanity checks by @slawek. Source

The config review panel button to filter the reports containing an issue has swapped icons.

For the disabled filter, all reports are visible, it is crossing eye:

For the enabled filter, no issue reports are hidden, it is a no-crossing eye.

We should swap the icons or choose a better icon set.
