Loading indicator is periodically displayed if HA is missing

The issue was found during 1.9.0 sanity checks by @slawek - Source

The loading indicator in the "High Availability" section on the application page should be shown only once on the initial fetch. Currently, it is displayed periodically if the HA is missing.
