Dhcpv4Srv now sends NameChangeRequests to D2ClientMgr rather than posting
them to an internal queue.  At this point, b10-dhcp4 should generate requests
and ship them to b10-dhcp-ddns when configured appropriately.

Server now starts D2ClientMgr send mode after configuration if updates are
enabled, and provides an error handler to intervene if D2 communications fail.
Added new unitests in d2_unittest.h and .cc.

The minor issues addressed are:
- Missing comments
- Lack of todo
- Log messages

Also, use Ciaddr instead of Yiaddr to get the released lease from the
lease database.

This change provides a template "CalloutHandle store" for use in the
DHCP servers.  It replaces server-specific methods and adds the ability
to clear the stored pointers.

Packet will be sent to broadcast address if broadcast flag is set by the
client. Also, DHCPNAK is always sent to broadcast address.
