      Valgrind complains (probably rightfully so) that memory is leaking in death-tests. This has been reported upstream, but is not addressed yet, and may not be in the near future, if at all (one response was don't use EXPECT_DEATH).
      
      So I added a checker function, *if* valgrind headers are available, that returns true if the tests are run under valgrind. Death tests are now ignored if so.
      
      Note that we should be very careful about using this; and only use it for things we are sure valgrind can't help, since it is possible to do things differently when using valgrind, which kind of defeats its purpose

      This fixes problem seen when trying to build on FreeBSD
      when the package is already installed (making it hard to upgrade).
      I tested this on CentOS system too.
      I don't like just re-ordering this but this is a quick hack for the problem.
      (Another workaround would be to bump the shared library version
      but that doesn't work due to the library has a name conflict with
      library in base system. These two points will be resolved later.)

      otherwise it might cause failure with --enable-logger-checks, depending on
      which one is initialized first (which is ultimately enviornment dependent).
      should be obvious, and also okayed on jabber.
      
      made one piggyback cleanup: use an unnamed namespace instead of file-scope
      static, and hid the initializer there, too.

      * Supply --enable-valgrind to configure to run tests (make check)
        under valgrind
      
      * Use two classes of suppressions files:
       + src/valgrind-suppressions for permanent suppressions that we
         never want to re-consider again
       + src/valgrind-suppressions.revisit for temporary suppressions
        (such as issues in testcases) that are not a priority to fix,
        but we'd like to fix them sometime
