Problem with Clang++, templates and RTTI, it creates two different RTTIs
for one class and it breaks tests.

in that platform BOOST_STATIC_ASSERT() complained about class static constants
as "non constant".

also do a few fixes and address a couple of comments;
- made getRelatedLoggers public (so we can test it)
- use set instead of vector
- don't allow '*foo' etc.
- added tests
- added tests for the cfgmgr b10logging plugin

It didn't find the static members while linking.

Noticed on FreeBSD, but doing unconditionally.

We have this in other code for same reason.

and only replace '*' if there is no logger explicitely configured for the expanded name

This is so my commit hook didn't fail when I tried to commit
the bind10-messages.xml.

Add some blank lines in XML for my readability. (no change in html)
