This was broken due to misuse of setting.
(--disable-man caused it to be enabled still.)

This may be changed in trac1687 branch to have different default behavior.

Or, everybody who accepts a shutdown command with pid now. Stats needed
to be updated because it did call functions based on the name and spec
file somehow.
