Do not set "Affects v9.x" labels on merge requests
BIND 9 merge requests not associated with a GitLab issue are no longer expected to have "Affects v9.x" labels set. Since the merge requests created using the scripts contained in this repository are never associated with a GitLab issue, remove all code setting or processing "Affects v9.x" labels.
