EoL BIND 9.16/-S scheduled and branch pipeline checks

BIND 9.16 and 9.16-S are EoL for many months and their level of QA attention should be downgraded to current 9.11/-S levels.

Drop BIND 9.16 scheduled and branch checks as this branch is not a primary target for EoL fixes.

Drop BIND 9.16-S scheduled pipeline check as this is no longer necessary.
