Implement TCP fallback on no cookie

Fallback to TCP on no COOKIE has been flagged as a future extension for a while.

Implement this.

Default to true with the ability to disable via named.conf.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
