Remove ECS authoritative implementation from BIND

We have an auth implementation of ECS in BIND that we know is broken.

We have decided in #146 (closed) to remove the functionality from BIND. It was always marked as EXPERIMENTAL, and it can't be fixed beyond a prototype.
