It seems that recent unit tests refactoring broke ability to build unit tests separately.

For example:

$ pwd
<project root>/tests/isc
$ make doh_test
No rule to make target '../../tests/libtest/libtest.la'

The issue makes it harder to debug errors in the code which these tests are supposed to verify.
