Benign build issues in doc/man on OpenBSD
OpenBSD often (but not always) produces the following benign errors on v9_16

The CI job otherwise passes.
The :
on second line of the output is the (missing) $(SPHINXBUILD)
from the $(MANPAGES_IN)
target, which is OK as sphinx-build
command is not in the image.
I tried to reproduce it locally with the CI image, but failed. Perhaps a race issue with another target?
