Clean up isc_timer_reset() references

49b149f5 removed isc_timer_reset(), but a few references to it remained:

cocci/isc_timer_reset.spatch:- isc_timer_reset(E1, E2, NULL, E3, E4)
cocci/isc_timer_reset.spatch:+ isc_timer_reset(E1, E2, E3, E4)
doc/dev/dev.md:         result = isc_timer_reset(timermgr, isc_timertype_once, NULL,

cocci/isc_timer_reset.spatch should likely be removed and doc/dev/dev.md updated to loop manager.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
