delv occasionally hangs in tsan tests

Job #3442535 failed for 97f8f0991e3879b047073a7e812e453f620d5c85. Also https://gitlab.isc.org/isc-private/bind9/-/jobs/3435673. Locally, I could not reproduce it, and in CI, pytest does not present verbose enough output to identify a stuck check.

The digdelv system test is sometimes stuck in TSAN system tests https://gitlab.isc.org/isc-private/bind9/-/jobs/3442535, and the CI times out after an hour as a result.

So far, I only saw this on BIND 9.18-S.
