Shutdown test doesn't log everything to named.run

The rest of the system tests log everything to stderr using -d 99 -g. The named instances started by the shutdown test do not do this which causes logging to be lost at the start and at the end after logging has been shutdown, i.e. memory issues being reported. They use the logging clause.

This will also cause the system's log to be spammed with messages from the test system.
