Improve mirror zone logging

Logging messages whenever a mirror zone transitions from being "usable" to "unusable" and vice versa might be helpful for troubleshooting purposes - currently, mirror zone logging is virtually identical to secondary zone logging while (un)availability of mirror zone data has different implications than for secondary zones.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
