Log CHECK() errors in zone_sign()

This MR contains a commit which was originally part of isc-private/bind9!39 that was not directly associated with #771 (closed) and thus was left out from that MR.

This change causes a message to be logged if any of the CHECK() calls in zone_sign() fails.
