Do not fail on NULL passed to OpenSSL_free

Petr Menšík requested to merge pemensik/bind9:841-openssl-null-free into v9_12

Some plugins might call it after deconstruction. Do not crash if there is no reason for it. Minimal change for 9.11 and 9.12.
