cleanup: revamp the dnssec-dsfromkey man page and help output

Merged Tony Finch requested to merge fanf/bind9:u/fanf2/dsfromkey-man into master

No functional change.

This clarifies the existing documentation for dnssec-dsfromkey (and tweaks the dnssec-cds man page to match)

The man page and help text were inconsistent and confusing; this should be a bit better.
