Make ifconfig.sh resilient to the directory where it is run

Ondřej Surý requested to merge 4-use-TOP-from-conf.sh-in-ifconfig.sh into master

Instead of trying various paths for config.guess, load conf.sh and use $TOP variable to determine path to config.guess.
