Make builtin test use dynamic version from named -V

Ondřej Surý requested to merge 4-make-builtin-test-use-named--V-to-get-version into master

This makes builtin test use the strings generated at runtime by running named -V instead of pulling them from the build system. This allows matching the exact strings between named and rndc.
