Resolve "dig: EDNS options in requests cause bad YAML output"

Evan Hunt requested to merge 1226-yaml-empty-edns-options into master

Add colons after EDNS option names in YAML output format, regardless of whether they have data.

This branch also adds the colons in non-YAML output, but we should discuss whether that might be a breaking change.
