Cleanup the COPYRIGHTS file

The COPYRIGHTS file referenced some code that's no longer part of BIND 9. The MR removes all of those and also rips out the last pieces of PKCS#11 RSA copyrighted code that was not removed when we replaced the pkcs11.h header with p11-kit version.
