Miscellaneous BIND 9.17 preparations

This MR mostly touches documentation. Exceptions include:

  • configure.ac
  • version

Some remarks:

  • This MR removes doc/arm/notes-numbering.xml - IMHO we do not need to keep on explaining the 9.12/9.13 versioning scheme change over and over again. Feel free to disagree.

  • doc/arm/notes-eol.xml still indicates 9.11 as the ESV since 9.16 has not yet been designated as one.

  • PLATFORMS has been updated with "As of Mar 2020" text slightly in advance as we will be releasing 9.17.0 in March.

Since the documentation updates we prepared for 9.16.0 (!2881 (merged)) were not merged back into master as usually because of the development → stable jump, this MR can be thought of as a replacement for such a merge (I was trying to ensure this MR includes all changes from !2881 (merged) relevant to 9.17).
