Limit the combination of architectures and distributions that are normally run

Merged Ondřej Surý requested to merge gitlab-ci-limit-runners into master

This change will limit the architectures and distributions that are normally run on every branch to just Debian unstable (right now1), and limit the other distros only to master, v9_* branches, triggers, tags and scheduled builds (we don't have any right now).
