Content, clarity, grammar updates to general.rst

Ondřej Surý requested to merge 1910-text-edits-in-general-rst-v9_16 into v9_16

This includes reorganization of the lists of RFCs supported by BIND 9.

I included all the RFCs and notes from the list identified by Vicky in any DNS-related RFCs written by current ISC engineers, on the assumption that BIND would comply with them.
