Drop bigkey

Michal Nowak requested to merge 1728-drop-big-key into main

The bigkey binary is not being run on any maintained branch and should be therefor dropped. On main reference to bigkey execution was dropped, on v9_16 and v9_11 it functions as a mere indication of OpenSSL or PKCS11 being enabled. Given that OpenSSL is required for v9_16 and main, bigkey should be just dropped, on v9_11 it should be dropped as well and a more generic OpenSSL guard should be placed to rsabigexponent/prereq.sh instead.
