Due to seccomp issues with 32-bit Debian sid Docker containers that prevent us from easily updating the contents of the 32-bit Debian sid Docker image, switch to CentOS 6 for building and testing 32-bit versions of BIND in GitLab CI.

This MR is a consequence of isc-projects/images!89.
