Generate ifconfig.sh with path to source dir

Petr Menšík requested to merge pemensik/bind9:oot-ifconfig into v9_16

config.guess would be always generated at place of configure. It is usually the same as $TOP on normal builds, but is different for out of tree builds. Generate ifconfig.sh pointing at correct location in any build type.
