[v9_11] Add --disable-threads to noatomics build job in CI

Michal Nowak requested to merge 2323-add-non-threaded-CI-jobs into v9_11

Just added --disable-threads to the noatomics CI build job without changing the name to e.g. noatomics_nothreads (or pre_C11, antiquity, ...), or adding another triplet of CI job to be run for every MR to not heighten the pressure on CI.
