Draft: Replace GeoIP with libmaxminddb in Windows build documentation

With libmaxminddb 1.5.0 there's CMake for building on Windows. We should replace instructions for GeoIP with instruction for libmaxminddb. Adding libmaxminddb to our images, or, at least, testing this scenario on an actual Windows machine is required.
