DLZ modules: Correct #ifdef broken by pthread removal

Petr Menšík requested to merge pemensik/bind9:bug/v9_16/dlz-pthread.h into v9_16

Commit 2bf7921c has broken building of ldap module. Initial #ifdef PTHREADS were removed without removing also else and endif parts. DLZ modules do not compile anymore.

Finish PTHREADS condition removal.
