[CVE-2022-1183] Run sslyze in GitLab CI
This MR causes the sslyze tool to be run on a TLS-enabled named
instance as part of the doth system test.
The MR is branched off from BIND 9.19.0 to demonstrate that it is able
to trigger CVE-2022-1183. CI failures are therefore expected for
tarball-create and pylint jobs; these will disappear once the MR is
rebased.
