dnssec-policy max-zone-ttl was not fully effective

Evan Hunt requested to merge 2918-deprecate-max-zone-ttl-v9_18 into v9_18

The KASP max-zone-ttl option wasn't limiting zone TTLs as it was supposed to. Fix that and clarify the documentation.
