Draft: Improve engine_pkcs11 and keyfromlabel system tests

Petr Menšík requested to merge pemensik/bind9:feature/main/pkcs11-tests-debugging into main

engine_pkcs11 test can use those variables, but if softhsm token has working configuration in user or systemd directory, it is not required. Empty SOFTHSM2_CONF will prevent successful test run.
