This is a single large branch that removes uses of isc_task throughout BIND and then finally removes all the task-related modules entirely (isc_task, isc_taskmgr, isc_event, etc).
This might end up being broken up into smaller MR's to be reviewed and merged separately, but I'm testing all the changes together here.
