Set sndbuf

Merged Evan Hunt requested to merge set-sndbuf into master

I copied over Mukund's branch from the old repo addressing https://bugs.isc.org/Ticket/Display.html?id=47063 as 'set-sndbuf'

I rebased and addressed a few style nits. Needs a CHANGES note, otherwise looks fine.
