Increase named startup wait time for runtime test

Nicki Křížek requested to merge 3848-increase-wait-time-runtime-test into main

To be consistent with start.pl, scripts checking for startup of named via the "running" line in log should wait 60 seconds. The previous value of 10 seconds has proven to be insufficient in CI during increased load.
